1 s~ <br />1 EXHIBIT D <br />Mining Plan <br />1 The proposed expansion of the existing gravel extraction operation known as the Dallas <br />Gravel Pit located in the North 1/2 of the NW 1/4 of Section 3, T45N, R8W will consist <br />1 of a 3 phase dry alluvial operation utilizing the top down method of excavation. Based on <br />previous yearly extraction figures and projected growth within the County, this mining <br />operation is expected to remove approximately 30,000 cubic yards of crushed gravel and <br />1 15,000 cubic yards of unprocessed pit run per year. Future removal of material may be <br />higher depending on future demand due to growth. <br />1 Gravel extraction will take place seasonally between the months of May and December <br />and will generally remain inactive during the winter. Crushing of extracted material will <br />take place once a year as soon as the pit opens in the spring. Historically the pit opened in <br />1 March, weather depending. However, due to the high growth rate in Ouray County and <br />the loss of more critical big game winter range, the Division of Wildlife has requested that <br />' the pit remain closed until May 1st. A compromise reached by the Ouray County <br />Administrator and the BLM will allow the BLM to determine the opening and closing date <br />of the pit contingent upon an inspection of the winter range. The crushing will be <br />1 performed by an independant subcontractor hired by the County. A portable processing <br />unit will be delivered to the site and approximately 30,000 cubic yards of gravel will be <br />processed and stockpiled. The portable processing unit will then be removed from the site <br />' until the following year. Stockpiling of material for winter use will be done off site. <br />Periodic screening of pit run material will occur occasionally as needed and weather <br />permitting. The screen will be dehvered to the site as necessary and will not be stored on <br />1 site. The screened material will be separated into two stockpiles, one containing gravel <br />material of 1 1/2 inch average diameter and the other with material greater than 3 inches <br />for future crushing. All material, with the exception of topsoil, will be utilized as either fill <br />1 or processed gravel and consequently there will be no overburden to dispose of. <br />The pit is a dry alluvial operation and has no water requirements and therefore does not <br />1 divert, impound or otherwise use any stream flows. Furthermore this mining operation <br />does not and will not intercept any groundwater. <br />1 Excavation and earthmoving will be accomplished with 2 front end loaders, 2 - D6 <br />bulldozers, 2 - 10 yard end dump trucks and 3 - 20 yard belly dump trucks owned and <br />1 operated by the County. Access to and from the site is achieved from County Road lOB <br />which is a County maintained 1.09 mile gravel road extending north from County Road 10 <br />(Owl Creek Pass Road) to the end of the road at the pit site. Periodic maintenance <br />1 includes grading for proper drainage and resurfacing with aggregate base course. Vehicles <br />from the site will traverse this road and then travel approximately 1/2 mile west on County <br />Road 10 to State Highway 550. <br />1 <br />1 <br />w~,. <br />
