SHELTON, Director <br />April 22, 1987 <br />Mr. David Stout <br />Wyoming Fuel Company <br />12055 West Second Place <br />Lakewood, Colorado 80215 <br />Re: New Elk Mine (File No. C-81-012) - Technical Revision Number 06 <br />Sediment and Surface Water Control Plan <br />Dear Mr. Stout: <br />The Division feels that the April 30, 1988 completion date proposed for the <br />above plan is far more than the time necessary to implement it considering the <br />West Portal portion is scheduled for completion by August 1, 1987. As a <br />result, assuming satisfactory responses to the following questions, approval <br />of the revision would be contingent upon its being in place by November 1, <br />1987. <br />My recent inspection of the mines was largely devoted to examining the various <br />aspects of the plan "on the ground". While I realize that all elements are <br />not in place, I have some questions and comments. <br />West Portal Area (Map 14): <br />1) The ditch shown below C-22 is necessary. Runoff from this culvert <br />otherwise would spill down slope in a relatively uncontrolled fashion. <br />I do, however, think this ditch should be numbered. <br />2) The crossing of the access road to this area by D-28 seems certain to <br />create additional maintenance problems with the road. Could the ditch <br />instead be continued straight across the light use road serving the fan <br />and hoist house? <br />3) There is, as you have noted, no visible inlet for C-26. I could find <br />no outlet as well. Are you certain there is a culvert at this <br />location? If not, are you proposing to put one in? <br />4) Would it not be appropriate to put a culvert at the crossing of D-29 <br />and the powder house road considering both the proposed capacity of the <br />ditch and the hazardous nature of traffic on the road? <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
