<br />APPLICATION FOR TECHNICAL REVISION <br />HALL GRAVEL PIT <br />M-1983-142 <br />Mesa County <br />Received <br />FFB 0 6 2001 <br />~Maion of~ slats & Geology <br />This application is submitted to the Division of Minerals and Geology and the Mined <br />Land Reclamation Board to clarify and/or legitimize three situations that has developed at <br />the Hall pit and the adjoining Ford Pit (M-1996-091) that United Companies operates in <br />Mesa County. <br />First, as described in the Minerals Program Inspection Report written by Environmental <br />Protection Specialist Bob Oswald on December 19, 2000, an area of the Hall Pit has been <br />affected by mining that was not part of the Permit's Areas to be Mined. This Technical <br />Revision application seeks to add the area previously disturbed and an additional area to <br />the approved affected area of the Hall Pit. As shown on the revised Mining and Utility <br />Plan Map for the Hall Pit, the recently mined area is located approximately 690 feet to <br />the north of the southern Permit boundary. Gravel extraction has affected approximately <br />4,000 square feet of the Hall Pit at this location. <br />The gravel deposit at this area (Referred to as a finger ridge in the Inspection Report) is <br />similar to that shown on the Hall Permit Mining and Utility Plan Map, Typical Mining <br />Section (Hillside). Overburden is not 4 feet thick as shown on the Typical Section. <br />Overburden thickness seen in the existing face of the excavation is one foot or less. The <br />thickness of the gravel layer at the finger ridge is about eight feet. <br />United Companies proposes to continue mining the finger ridge that runs to the west from <br />the affected area (See the modified Mining /Utility Plan Map). The additional area <br />affected by continued mining of this ridge will be about 12,000 square feet. Mining to the <br />end of the ridge will remove all of the gravel that is available from the ridge. The volume <br />of additional gravel from the ridge is expected to be 3,600 cubic yards. <br />United Companies proposes that mining will proceed using the same methods that have <br />been approved for mining the Hall Pit. As mining of the gravel proceeds, a berm will be <br />left at the perimeter of the mining area as safety berm for the mining equipment and as a <br />visual and noise barrier for neighbors. When the finger ridge has been mined to the end, <br />the berms will be removed, soil will be replaced and revegetation will proceed as <br />approved for the other aft ected areas of [he Hall Pit. <br />The second problem that is addressed by this technical revision concerns a feature that <br />was included in the original Mining Plan for this property. Thirty foot wide buffer zones <br />were to be left between the Permit Boundary and all mining areas. The Ford Pit was <br />permitted and developed after the Hall Pit and is located adjacent to the Hall Pit east <br />boundary. The Hall Pit's 30 foot buffer zone at the HalUFord boundary was never <br />formally removed as a part of the approved Mining Plan. In the Adequacy Review for the <br />
