Box 550 <br />Rocky Ford, Colorado 81061 <br />Re: Valco, Inc. - "Lamar West Pit", Prowers County <br />File No. 81-132 <br />Dear Mr. Gregg: <br />after reviewing Valco's "Lamar West Pit" file, it was brought to my attention <br />that the annual reports submitted (1981-1984) did not address topsoil storage, <br />Grading, or cover crop planting. If not yet accomplished, the topsoil <br />stockpile should be graded (slopes 3H:1V, or gentler) and seeded with <br />Tallwheatgrass and Yellow Sweetclover (as committed to in the permit issued) <br />as soon as possible for converation purposes. <br />t appears that the mining operation is sometimes inactive for periods <br />exceeding 180 days per year. As per Rule 1.62, you should submit a Technical <br />~evision to the Division stating that the affected lands may possibly be used <br />for less than 180 days per year, such that the Temporary Cessation Notice <br />requirement need not apply to you. <br />It appears that the bond submitted in inadequate to cover reclamation costs <br />incurred by a third party contracted to the work. <br />The following calculations were compulted using the Edition 11 Caterpillar <br />?erformance Handbook, and the 1982 Rental Blue Book for construction <br />equipment; estimates assumed 9.5 acres of disturbance (15.8 acres less 40Y <br />lake area). <br />3ackfilling the potential 3 to 7 feet of overburden present within the <br />affected lands, using a D9L Caterpillar dozer: <br />aft: 43,560ft?/A x aft = 4,840/yd3 x $.60/yd3 = $2,904 x 9.5A = $27,588.00 <br />21ft /yam d3- <br />7ft: 43,560ft?/A x aft = 11,293/yd3 x $. 60/yd3 = $6,775.80 x 9.5A = $64,370.10 <br />27ft /yam <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tei.
