contractor. Title 40 of the U.S. Code of Federal Regulation Part 112 (40 CFR 112) requires that a
spill prevention control and countermeasure plan (SPCC) be prepared if a facility stores greater
than 1,320 gallons of oil in above-ground storage tanks. The Topaz Mine does not meet this
minimum threshold and an SPCC plan is not required.
Electrical Lines, Poles, and Transformers -Electricity is supplied to the shop, air compressor, and
mine workings by overhead electrical lines. An electrical pole with three pole-mounted
transformers is located immediately north of the maintenance shop. The electrical poles and
transformers were installed in February 2007 and do not contain polychlorinated biphenyls
(PCB). Electricity is supplied to the mine portal by an underground line to a dry-type transformer
from the electrical pole. As described below in the Infrastructure section, the electrical system
will be expanded to service air compressors at future vent holes as necessary.
Air Comnressor and Receiver Tank - An air compressor and receiving tank system is located
immediately west of the portal. This system provides ventilation in the mine workings.
Additional air compressors will be located at the vent holes as necessary.
Mobile Storage Boxes -Two steel mobile storage boxes are located immediately west of the
portal. The storage boxes measure 8 feet wide by 20 feet long and are used to hold general
supplies and equipment associated with the mine
Septic S s~ -Aseptic system is located west of the maintenance shop. The septic system
consists of an approximately 1,000-gallon septic tank and a leach field. The septic system is not
currently used and will not be used during mine operations. The system will be removed at the
time of mine reclamation. Sanitary waste disposal is provided to the Topaz Mine by portable
toilets that are serviced by a mine contractor.
Mine Access Roads -The primary road into the site is County Road 20R, which runs through Big
Gypsum Valley, and continues on to the northwest past the mine. Secondary permanent roads
access the portal, WRA, and the buildings. A metal gate is installed at the entrance to the WRA.
This gate is locked when the mine is not operating. The existing mine access roads are shown on
Figure C-1.
D.3.3 Location of Surface Water Bodies
There are no surface water bodies on, or within, 1 mile of the surface disturbance area.
S-IS-2007 Exhibit D Mining Plan D-4
