<br />Colowyo gives warning and all-clear signals of different character <br />that are audible within a range of one-half mile from the point of <br />blast. Persons within the permit area and persons who might <br />regularly work within one-half mile of the permit area will be <br />informed of the meaning of the signals through appropriate instruc- <br />tions. Colowyo will periodically mail a letter to inform such <br />persons of the meaning of the signals. Colowyo also maintains <br />signs in accordance with 4.02.5. <br />Colowyo will publish a blasting schedule similar to the one set <br />forth in Figure 1, Publication of Blasting Schedule, in the local <br />newspaper, which is published in Craig, Colorado, at least 10 days, <br />but not more than 20 days, prior to the beginning of any blasting <br />program. Before blasting in areas or at times not described in the <br />published blasting schedule, a revised schedule will be promptly <br />mailed to residents or owners of dwellings or persons who might <br />regularly work within one-half mile of the area affected by <br />blasting activities. <br />Pre-blasting surveys and assessments of surface structures trans- <br />mission lines and wells will be conducted upon request by residents <br />of dwellings located within one-half mile of any area affected by <br />blasting activities or by the Colorado Mined Land Reclamation <br />Division. A written report of the pre-blasting survey, which <br />includes any proposed adjustment to the blasting program that will <br />be incorporated to prevent damage, will be promptly provided to the <br />persons requesting the survey and to the Colorado Mined Land <br />Reclamation Division. <br />To protect the public, Colowyo will regulate access to any area <br />possibly subject to flyrock from blasting within the permit area. <br />This includes the blocking of Highway 13 where barricade crews will <br />be stationed when necessary to control traffic. Warning signs are <br />installed along the highway and used by the barricade crews to halt <br />all traffic until the all clear is given by the blasting Foreman. <br />The mine area will be identified by signs on all access roads <br />restricting entry to unauthorized personnel. Signs identifying the <br />area as a blasting area will describe the warning and all-clear <br />signals. Two series of four long sirens will be sounded before the <br />blast. After checking the blast, the Blasting Foreman will report <br />all clear to the barricade crews. Each specific blasting area <br />2.05-31 <br />
