SAN LUIS MINE
RECLAMATION EVALUATION
I.0 INTRODUCTION
This reclamation evaluation has been prepazed by Battle Mountain Resources, Ilnc. (BMRI) to
satisfy abatement requirements 8 and 10 of the Notice of Violation issued to IBMRI in April
1992.
Abatement 8 required BMRI to conduct investigations to determine if the chemical constituents
of the tailings materials is different than originally characterized. If the investigations indicate
that a modification to the approved reclamation plan is necessary, then dhe appropriate
modifications, including comprehensive analytical results and design evaluations, must be
submitted to the Colorado Division of Minerals and Geology (Division) for revieVv and approval.
Abatement 10 required BMRI to include any necessary adjustments to the financial warranty in
any proposed modifications to the approved reclamation plan.
~~
BMRI has conducted an extensive evaluation of the tailings area. The evaluation included boring
and logging thirteen holes through the tailings material, an extensive geocl~emical testing
program, a column test program to evaluate water movement through the tailings, a
characterization of the existing pore water quality of the tailings, an evaluation of the Division's
August, 1992, prediction of movement of "the cyanide plume" through the tailin®s material, and
an updated evaluation of long-term seepage to the collection pond. The inforrr;ation collected
was compiled and reviewed to determine the need for modifications to the approved reclamation
plan for the facility.
BMRI began the investigations in mid-November. In order to ensure that all of the geochemical
reactions were accounted for in the geochemical test program, including reactions between
various detoxification chemicals used, the program could not be implemented ih full until the
INCO detoxification system was completed and tailings detoxified using the IN~0 system had
t
