The area of Gladstone, CO is entirely unsuitable lirr apost-mining industrial use designation.
Industrial coning does not exist in San Juan County, and any form of industrial dcsi5mation would
adversely impact the economic development of San Juan County tlurouglt its tourism and
recreational economic. bases
2. The area needs to have reclamation requirements especially in terms of ground cover of the
barren, high exposure hillsides which are composed of mine dumps and highly acidic Bound, Then
xrca cernrinly falls under the definition of affected mine lands in the 1976 Mined I,.and
Reclamation Act, and it is certainly under the spirit of the Mined Land Reclamation Act that a site
so heavily affected by n»ning activity should receive reclamation in terms of gn,~und cover,
grading and water quality issues. I purvhased adjoining land to the permit area basis the
reclamation plan in place to be carried out. The desi~mation of an industrial classification with no
reclamation of the affected lands at this late date is inapprvpriatu,
3. The barren hillsides are not erosion stable in the long tettn, as they are typically approx. a I
slope (rather titan the gentler slope rrquircd by MLRq), and may not receive the ongohig
maintenance that the site has received ht the past From the operating company.
4. We believe That the issues regarding this site are adequately addressed in Amendment 4 of the
above referenced permit, and a n:-visitation of these issues is not in the interest of the people of
San Juan County.
Por San Juan Corp„
~~~~''~-a-.- -`
Todd C.
