U. S. Department of the Interior
June 1, 1979
Page 6

covered by both the existing mine permit and the proposed
technical revision being prepared for review by the
regulatory authority. Sedimentation pond and diversion
or drainage ditches in the mine areas were, at the time of
the inspection, in the process of construction. For the
most part, the ditching network to control surface water
runoff will be in place within one week.
Some discussion of specific areas is merited.
• The spoil stockpile in area no. 1 is on the
opposite side of the ridge from the location of the principal
mining operation, where the approved sedimentation pond
is being constructed. Construction of a ditch network to
carry runoff from the disturbed area of this spoil stockpile
to the approved sedimentation pond would result in extensive
additional disturbance to the earth's surface. In accordance
with recommendations of the regulatory authority and to
minimize environmental harm from surface runoff, the operator
is in the process of installing a localized ditch and straw
dike network, which will prevent passage of suspended solids
from the spoil stockpile onto undisturbed areas. The stave
dike system should be in place by June 1, 1979 and will
thereafter be monitored by the operator.
Diversion ditches are being cleared and reconstructed
to eliminate surface drainage from undisturbed to disturbed
areas. In addition, drainage ditches on the west side of
the ridge (near the topsoil stockpile) and on the northeast
side of the ridge (near the spoil stockpile) are being
constructed to carry surface water from the disturbed areas
of these stockpiles to the approved sedimentation pond
being constructed in cut no. 1 of mining area no. I.
A second topsoil stockpile was necessitated in
the vicinity of mine area no. 2, due to the additional
topsoil material salvaged by the operator in the course of
opening up the first cut in mine area no. 2. In accordance
with the requirements of the regulatory authority, the
technical revision being prepared for submission identifies
this topsoil stockpile and shows a natural holding pond
to the south and east of the stockpile. Ditch works had
