<br />U. S. Department of the Interior <br />June 1, 1979 <br />Page 5 <br />This bloom had been segregated, with the intent <br />of making it available to Routt County for ice control. <br />Unfortunately, the sequence of mining and weather conditions <br />prevented removal of the bloom before the.area became <br />inaccessible, and the extreme moisture conditions of this <br />spring have further prevented removal of the bloom. <br />The ground conditions are becoming more stable <br />and the operator expects to have removed this bloom as a <br />potential cause of topsoil contamination prior to June 9, <br />1979. Following removal, the area will be cleaned and <br />temporary vegetation efforts commenced. As with the <br />storage areas related to mine area no. 1, there has been <br />no impact of the events beyond the mining permit area. <br />Contamination and topsoil loss have been eliminated or <br />minimized. Further, since the mining operation in area 2 <br />is now in its second phase, little more activity is <br />currently expected in the area of the stockpile, so there <br />is minimal risk that there will be repetition of spoil <br />being placed in close proximity to topsoil. <br />Apparently, the inspector also observed some shale <br />material which had been pushed from the southerly end of <br />the second cut in mine area no. 2 during winter operations. <br />This material will be pulled back and placed into a spoil <br />fill as soon as feasible (the material is very moisture- <br />laden, having been pushed aside during snow season). <br />Following removal of the spoil material, any disturbance of <br />the topsoil area will be cleaned, graded and appropriately <br />reclaimed. <br />The inspector did not notice any areas of poten- <br />tial damage to topsoil by reason of compaction in the <br />vicinity of mining area no. 2. <br />C.
