Damrow, an authorized I <br />representative of the Secretary of the Interior (inspector), <br />conducted an inspection of Grassy Creek Coal Mine No. 1 <br />on behalf of the Office of Surface Mining Reclamation and <br />Enforcement (OSM). 'This appears to have been a routine <br />inspection, under 30 CFR 721.11, since there is no prior; <br />history of inspections by OSM and no indication was given <br />to the operator's representative that the inspection was', <br />prompted by citizen request. <br />The Rockcastle Company (operator) received approval <br />of its permit application no. 78-45 from the Colorado i <br />Department of Natural Resources, Mined Land Reclamation I <br />Board, at the Board's meeting of May 25, 1978. The <br />operator's permit was approved upon the finding of compliance <br />by the Mined Land Reclamation Board with requirements of <br />state law and the Federal Interim Regulations. Mine opera- <br />tions commenced in late summer, 1978, and have continued; <br />to the current date, except for interruptions caused by <br />weather or market fluctuations. Grassy Creek Coal Mine I <br />No. 1 is the initial operation of the operator in Colorado. <br />The mine itself is small in scale.
