Schedule maintenance could be facilitated by the use of
project management computer software (ie. ON TARGET, Harvard P oject
Management, TIME LINE, etc), which could be obtained by BMG an the
Division. This would accommodate efficient electronic exchang of
progress information. The schedule should be formatted as a d tailed
"critical path" project management schedule. The schedule sho ld be
divided into discrete task elements.
The description of each discrete abatement task element should include
(a) Methodology and practices to be applied,
(b> Risk entailed,
(Is it proven technology, methodology perfection, resear h, etc?)
(Is it subject to seasonality, weather, equipment avails ility?)
(c) Criticality of the task element,
(Consequences of failure or delay for abatement progress)'
(d) Decision points,
(e) Necessary relationship to other plan elements,
(Must it occur before or after other specific task elements?)
(f) Alternative methodology or practices,
(To be substituted if failure or delay encountered)
(g) Required elapsed time,
(h) Name of the responsible staff member(s) or contractor(s),
(i) Resources to be committed,
(BMG staff, consultants, equipment, lab),
(j) Required agency response(s), and
(Review and approval, site visit, meeting, permit issuancle, etc)
(k) Abatement plan deadlines.
Status: Satisfied - BMG has agreed to work with the Division tp develop
a critical path management schedule folio ing the
initial resolution of all abatement issues, in a
letter of April 16, 1992.
Deadline: BMG is encouraged to prepare and submit this management plan
as soon as possible. The Division believes it will assist in
their project control of this complex abatement plate.
(12) Modification of Monitor Sampling & Analysis Protocol:
During the implementation of the tailings cyanide detoxificatioh project,
approved under item (4>, question arose regarding the accuracy f water
quality results generated by BMG in performing required samplin~.
