t~H~ ~J2 '91 1551 COLORRUO MIPIING RSSf~ 3a3 a9aE416 F.3i3
2. The materials are available at the mine sites. Filing th m at a
local public facility ~is redundant.
3. The public comment period on permitting activities is def ned by
regulation. Providing the documents at a local public cility
during this period should service the public's need to review
pending actions. If a member of the public wants informati about
permitted activities, it is available at the mine site, w th the
Colorado Mined Land Reclamation Division in Denver, and, in ost, if
not all cases in Colorado, at the U.S. Bureau of Land Man Bement
District Offices. We are not aware of any public demand f r such
information except during the pendency of a permitting acti ity.
4. This requirement would place an unnecessary burden on operat rs, the
state, OSM, and the public facilities holding the recor s. It
simply adds to the copious administrative paper requirem nts an
operator must comply with that has no impact on the actual n-the-
ground reclamation performance. The records could easily be ltered
if pages or volumes are removed without the operator having
knowledge or control and a subsequent inspection might resu t in a
citation at no fault of the operator. The regulatory auth rities
will spend additional time inspecting these records ins ead of
considering on-the-ground reclamation performance.
We trust you will give our concerns due consideration.
Sincerely,
COLORADO MINING ASSOCIATION
David R. Cole
President.
