<br />During subsequent complete inspections of the mine, this matter of <br />blasting sketches had come up. Some discussions had taken place <br />between the Division and the operators, however, the issue had not <br />been totally resolved to the Division's satisfaction by the day of <br />the oversight inspection. <br />Larry Routtten, who had reviewed Colowyo's blasting records during <br />an earlier complete inspection, was going to review the blasting <br />records again during the inspection on September 30, 1992. Larry <br />had to personally seek out the engineer in charge of blasting in <br />order to understand the symbols used on the blasting records; which <br />did not directly relate to or refer to the typical sketches given <br />in the permit (Tables 5 and 6 and those given in the permit for <br />Section 11).
