Notice of Violation: C-92-30: Failure to Provide Blasting
Sketches
I would like to provide some background concerning this violation.
The question of Colowyo's use of blasting records came up during
Colowyo's recent permit revision (PR-O1) and permit renewal
(RN-02j.
10-4-92 PAR concern # 7 referred to the need for
blasting sketches; along with the need for
references on the blasting record for wind
direction, wind velocity and the number of
personnel in the blasting crew.
12-5-92 Colowyo responded by updating the blasting
record, Figure 2 of the permit application,
without including sketches.
The permit states on page 2.05-28, that coal
blasting would vary from seam to seam and that
three general types of overburden blasting
would take place; one each for truck and
shovel, dragline and blast casting operations.
Two approximate ("typical") blasting patterns
for both coal and overburden were given in
Tables 5 and 6 of the permit.
3-25-92 The Division stated that Concern # 7 of the
PAR had not been addressed. It was noted that
there needed to be typical sketches for all
blasting patterns used at the mine, in the
permit application.
It was further noted that,"If typical blasting
sketches are to be used in conjunction with
field blasting records, they should be clearly
labeled and available with the blasting
records."
