May 19, 2004 <br />7. A reconnaissance of springs and seeps adiacent to or down gradient ofthe portal seal will be <br />wnducted. Any observed springs or seeps wi[I be monitored weekly for flow conditions. A <br />dye tracer (fluoroscene) will be injected into the mine pool area before head build-up occurs. <br />The intent ofthe tracer is to potentially identify mine pool water that may be hydraulically <br />connected to cross-gradient or down-Gradient sprints or wens. <br />a. As verbally agreed, the tracer injection will not be implemented in the Spring of 2004. <br />Because of drought conditions at the mine site, W WL intends to use any mine pool <br />water that accumulates of sufficient head to support revegetation efforts at the mine <br />site. W WL will land apply any mine water in accordance with CDPHE rules and <br />regulations. <br />b. Pending the resuhs of a background study of spring water quality in the area of the <br />Logan Wash Mine. W WL will infect the tracer prior to mine Wool build-un in April <br />2005. <br />c. Should the spring water quality study support inactivation ofthe CDPS permit, W WL <br />will pursue permit inactivation with the goal of pennanently releasing mine water <br />through the discharge pipe. <br />8. As an alternafive to number 7 above, DMG has proposed (letter of April I5"', 2004) the option <br />that W WL demonstrate that mine pool water quality meets CDPS permit requirements. W WL <br />may decide to sample and analyze mine pool water after substantial head build-up in the mine <br />to confirm water quality meets or exceeds the CDPS permit requirements. The potential <br />chemical interference of any injected tracer will be considered in evaluating this option. <br />9. As an alternative to number 7 or 8 above, W WL may elect to permanently pipe Research Mine <br />Wool water to Outfall 001 at the mine site. This scenario has been verbally anproved by <br />CDPHE. <br />W WL will keep DMG informed regarding implementation of Items 7, 8, and 9 one ofthe alternatives <br />mentioned above. As stated in my letter of April 16"', W WL has implemented the head monitoring <br />progranr at the Research Mine portal and will continue to monitor the head on a weekly basis through <br />the extension period and as specified in Item 2 above. <br />With regard to reclamation ofthe main access road and upper and lower bench roads. GSHI will <br />excavate and pull-up sidc-cast soils and fiII to better blend the road cuts with natural contours. GSHI <br />will conduct this work in the following areas (1) on Occidental Oil Shale Inc. lands where the chest or <br />face ofthe fill does not currently support significant vegetative stabilization by desirable species, and <br />(2) on BLM lands as designated by BLM representatives. The BLM may specify that all or portions of <br />the main access road or other roads on BLM lands not be reclaimed by pulling-up sidecast materials or <br />otherwise placing materials to blend natural contours.
