Western Water & Land, Inc. (WWI,), agem for Glenn Springs Holdings, Inc. (GSHI) and Occidental
Oil Shale, Inc. (OOSI), has prepared this letter in response to the Division of Minerals and Geology
(DMG) letter of April 15, 2004 which cordains a review of W WL's response (April 9~', 2004) to
DMG's response to Technical Revision No. 4 (TR No. 4) concerning the Research Mine portal seal.
in previous correspondence, W WL and DMG have discussed and proposed monitoring stipulations for
the Research Mine portal seal. This letter will swnmarize the key monitoring stipulations including
new stipulations in response to your letter of April 15's.
Monitoring ofthe Research Mine portal seal includes the following:
1. The monitoring period will be from April to December.
2. Monitoring will be conducted on a weekly basis during the monitoring period.
3. Monitoring will be suspended each year after the head behind the seal has peaked and subsided
to zero, under the condition that monitoring is to resume in any given year should conditions
occur that could reasonably result in a significant increase of mine pool head behind the
Research Mine portal seal.
4. DMG is to be notified within 24 hours if seepage is observed from the portal seal area or if
head in the mine, as indicated by the manometer gauge outside ofthe portal, reaches a value of
3.5 feet (1.5 pounds per square inch gauge pressure).
5. Should the observed head in the mine pool indicate a 3.5 ft depth, water will be released from
the mine pool by way ofthe valve on the existing (cinch diameter discharge pipe installed
through the portal seal.
6. Sampling of any discharged water will be in accordance with the Colorado Departrnent of
Public Health and Environment (CDPHE) National Pollution Discharge Elimination System
(NPDES) also known as the Colorado Discharge Permit System.
