decided to issue an NOV. Southfield had been asked in their 2002 Midterm Review
several questions relating to the Newlin Creek topsoil pile and how it was to be accessed
(Questions 2, 11 and 24). These questions were not addressed by Southfield prior to
accessing the topsoil pile.
We met with Rich Munson, Al Weaver and George Patterson of Southfield on 9 May
2002 to discuss the violation and again had a conference call with George Patterson and
Jerry Nettleton of Montgomery Watson Hazza on 15 May 2002. At the 9 May 2002
meeting George Patterson indicated that the water bazs and Arizona Crossings had been
replaced and that the road was back in its original condition. We decided (at both
meetings) that the best way to handle the abatement was to include the road in
Southfield's disturbed boundazy and change all appropriate maps. They agreed and we
are currently awaiting the submission of a minor revision, which Jerry Nettleton indicated
would be in the office by 27 May 2002.
cc: Sandy Brown w/out attachments
