Turnpike Mining Resource AM-01 Adequacy Review <br />M-2004-009 <br />August 25, 2005 <br />Page 2 <br />2. Mine Plan Map Exhibit C-2, Sheet 1 shows the proposed pit boundary of Cell 1 located east of the <br />proposed new recycle plant and concrete plant locations. However, the Reclamation Plan Map <br />Exhibit F, Sheet 1 shows the 56-acre reservoir boundary extending west beyond these plants and the <br />asphalt plant. Please resolve this apparent discrepancy. Please also change Exhibit D as necessary <br />for consistency. <br />3. Please show locations of topsoil and overburden piles on the Mine Plan maps to assist in financial <br />warranty calculation. <br />4. Please label the Plumb & Dailey Ditch and major roadways on the Mine Plan and Reclamation Plan <br />maps. Please also tie the mine site location to a known point by showing and labeling a section <br />corner on these maps. <br />5. The "Discharge Pipes" shown on the maps do not originate at any bodies of water. Please describe <br />the pipes and their purposes. Revise the maps as needed. <br />Rule 6.4.4 Exhibit D -Mining Plan <br />6. Please describe the average depth of topsoil in the area and topsoil salvaging and storage plans. <br />7. Per Rule 6.4.4(c), please describe all water diversions and impoundments sufficiently to bond for <br />their removal. Please describe the handling of any wastewater generated on the site (e.g., scrubber <br />blow down water, concrete truck wash water). Please also describe any storm water run-off controls <br />that may be implemented. Please also identify the wash plant and all water impoundments on the <br />Mine Plan maps. <br />8. To assist in the calculation of the financial warranty, in addition to providing the overall size of areas <br />to be worked at any one time, please indicate the maximum area of disturbance, linear feet of any <br />highwall, and the grade of pit side slopes to be maintained during mining. Please relate the <br />approximate timetable requested by Rule 6.4.4(e) to the extent of mining disturbance and the <br />process of reclamation. <br />9. The Mining Plan does not describe, but the maps show processing facilities, an asphalt plant, a <br />concrete plant, and a recycle plant. Please describe each of these facilities. Will they be permanent <br />or portable buildings or structures? To ensure the adequacy of the calculated bond, please describe <br />what controls will be implemented to ensure materials associated with asphalt and concrete <br />production and distribution do not adversely impact the environment. <br />• Please locate the structures and associated environmental controls on the Mining Plan maps. <br />• Please list any chemicals and/or hazardous waste, such as asphalt cement and diesel fuel, that <br />wilt be used on site in association with these plants, the volumes of each, their storage locations, <br />and how they will be stored. <br />• Please describe how the facilities will be managed to ensure groundwater and surface water will <br />not be impacted. Please describe what controls will be implemented to ensure materials <br />associated with asphalt production and distribution (such as oil unloading and storage facilities) <br />do not adversely impact the environment. What actions will be taken the event of a leak or spill? <br />10. What is the maximum amount of waste asphalt and waste concrete that will be stored on site at any <br />one time? Please locate each stockpile on the Mining Plan maps. What environmental controls will <br />be used in waste asphalt and concrete storage and/or disposal? <br />
