Information pertaining to Coetilla County Gravel Sites: Inspections,
Correspondence, Hearings. (Note: items shown in bold pertain to the illegal
site known as Sierra Grande.)
CHRONOLOGY
09/13/94 Bob Oswald inapacts active pit (Sierra Grande Site),
which was found to be operating without a permit. (File
number for this is assignedt M-94-103.)
Bob Oswald inspects permit M-77-044 (Coetilla $1) and
finds problems related to topics of "topsoil" and to
"records". All was discussed by phone with operator.
09/19/94 Notice of Possible Violation letters sent to both
Coetilla County and J R Van Giesen (company doing the
mining), concerning the Sierra Grande Site.
10/20/94 Board meeting at which operators were found is violation
for mining without a permit at the Sierra Grande Site.
At this meeting, the County stated that it was the
primary responsible party, that Vaa Giesen was mining
for them, and that the County would proceed with permit
application.
10/25/95 For Sierra Oraade Site, Notice of Violation neat to
county and Vaa Giesen. Cease and desist order was
included, and also a corrective action date for
submitting a permit application: submittal by 12/19/94,
and approval by 60 days after.
11/15/94 Date by which problems found at Coetilla ,{`1 were to
corrected. Operator did not contact Division, and
submitted nothing.
01/17/95 Bob Oswald spoke with operator's representative about
turnover of county personnel. Operator wac told to
request extension of correction date for the Sierra
Grande Site.
01/26/95 Letter received from County, explaining county personnel
turnover, and requesting continuation in correction
dates for Sierra Grande.
Board meeting at which the letter of request for
continuation of the dates for Sierra Grande was heard.
Board moved to continue this matter until 03/23/95
meeting. Board did not change correction date.
Operator not present.
02/07/95 Letter sent to County from Bob Oswald explaining outcome
of Sierra Grande hearing at JaauarY Boards
consideration is continued, but Board Order is not
changed.
02/08/95 Meeting between Covaty and Sob Oswald, to discuss
application for Sierra Grande, and problems at other
Costilla County sites.
02/27/95 Jim Stevens inspected Landfill Pit (M-80-233).
03J15J95 Bob Oswald faxed permit information concerning four
gravel sites, to County, per their request.
03/23/95 Board meeting at which Board again continued the matter
of the violation at the Sierra Oraade Site, sad
consideration of the corrective actions, this time until
05/24/95 Hoard meeting. Operator not present.
