I was informed <br />by my neighbors that Rocky Mountain Materials and Asphalt, Inc. has <br />purchased the Sokol pit and plans on expanding it to some 297 acres. <br />First and foremost, I along with many others who will be affected by this <br />operation would have no way of knowing about it, because we are too <br />many feet from the site to be notified. However, let me assure you the bulk <br />of those residents on Soapweed Road who were not notified will suffer the <br />greatest impact from this operation. Some of us are just now hearing about <br />this by word of mouth from people who were notified. We have all read the <br />two or three most widely circulated papers distributed in our community <br />and no one has seen this notice in any of them. Through further <br />investigation found out it was in a small paper 40 miles from here. I don't <br />feel this is fair public notice to those who will be affected by this or to <br />those who wish to make comments either for or against. <br />In E1 Paso County the papers of major circulation or subscription are the <br />Gazette, Ranchland News, and The New Falcon Herald. I feel this was a <br />definite deceptive move on the part of the applicant. There is no way any <br />of the residents in this area would have any fair chance of seeing this <br />notice. For instance, the State Ground Water Commission posts all the <br />
