In the absence of Erica
Crosby and Larry Routten, I spoke to him. He wanted to know if it would be OK to revise
only one map, initially, for the abatement of the NOV. Since he is "still generating maps by
hand", it might be cumbersome to generate all of the maps and then possibly end up revising
them all again. He wondered if he could just revise Exhibit 12-1, and we could just stipulate
that he submit other maps after the revision is approved. I told him this would be fine.
Mike also indicated he didn't believe he could meet the deadline for abatement (8/9/96), in
that he would be finishing the submittal late today. I told him as long as he faxed the
application before 5:00 p.m. on Friday, he would be OK and the hard copy could come later.
Mike faxed me a preliminary sketch of the proposal for abatement. He proposed removing
part of Haul Road B, and substituting a pit ramp for that section of the road. He asked if I
had any initial thoughts on it. I told him I thought it would work, but that he needed to
check into any geotechnical concerns with the new location -- then I said he wouldn't need to
do that, because it would be a pit ramp. After looking at it, though, I wonder if it really
would be a pit ramp, since it will be constructed on subsoil or graded spoil during most of its
active period - it really won't be in a pit for very long in the big picture. At II-W and
Colowyo we've considered them in pit-roads once they hit stripped/active mining area. Will
probably be asite-specific judgement call.
