We appreciate Seneca Coal Company's (SCC) effort to ensure that the lines of <br />communication between DMG and SCC remain open and to establish a cooperative <br />understanding between SCC and the DMG. A number of outstanding permitting tasks and <br />reclamation projects have been completed. DMG has the following comments regazding the <br />items in your letter. <br />Permitting Tasks and Schedule <br />The DMG proposed a decision to approve PR-4 at the Seneca II-W Mine with two stipulations <br />on November 18, 2004. SCC has requested an extension from the December 1, 2004 Stipulation <br />38 deadline to December 10, 2004. <br />The DMG has one question regazding your PR-4 discussion. SCC has requested that DMG <br />contact Bob Shevling of your staff regarding PR-4. It has been DMG's understanding for the <br />past several months that Roy Kazo is the primary permitting and inspection contact, and Jay <br />James is the secondary contact. Please clazify who the DMG contacts aze at this time. <br />Major Reclamation Projects and Schedule <br />Mike Boulay and Dan Mathews have completed the November inspections at the three SCC <br />mines. Based on these inspections, nearly all of the major backfilling and grading projects <br />scheduled for completion in 2004 have been completed at the three mines. The only remaining <br />2004 projects at Seneca II-W to be fmished are the construction of lower B-pit and a segment of <br />the lower A-Pit post mine drainage channels. The projects are well underway; however, weather <br />was hampering final riprap installation in November. It is DMG's understanding that the projects <br />are scheduled for completion during 2004. As acknowledged by SCC, all post-mine drainage <br />channels at Seneca II and Seneca II-W will be field inspected next yeaz for conformance with the <br />applicable performance standards. <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
