VIOLATION M-89-015 <br />Company, Snyder Quarry, ) AND <br />File No. M-77-210 ) CEASE AND DESI:~T ORDER <br />T0: Castle Concrete Company and all other persons engaged in or owning or <br />controlling the following operation: Snyder Quarr.v. Section 32, Township 135, <br />Rance 67 W, of the 6th Prime Meridian, El Paso County, Colorado <br />FINDINGS OF FACT <br />Pursuant to the authority vested in the State of Colorado Mined Land <br />Reclamation Board by C.R.S. 34-32-124, the Board hereby makes the following <br />findings of fact: <br />1. Castle Concrete Company is Dermitted to conduct a mining operation under <br />the terms of Permit M-77-210 located in the NW 1/4 of the NE 1/4, Section 32, <br />Township 13 South, Range b7 West of the 6th Prime Meridian, in El Paso County, <br />Colorado. <br />2. The Mined Land Reclamation Board conducted a Formal Puolic Hearing on <br />August 23, 1989 to consider possible violation of the terms of Permit M-77-210 <br />and C.R.S. 34-32-101 et seq. <br />3. Tne Mined Land Reclamation Board determined that Castle Concrete :ompany <br />has failed to: <br />a. IAinimize disturbance to the prevailing hydrologic balance of the <br />affected land and of the surrounding area and to the quality and <br />quantity of water in surface and around water systems during the <br />mining operation; <br />b. Protect areas outside of the affected land from slides and damage <br />occurring during the mining operation; and <br />c. Stabilize and protect surface areas of the affected land, :;o as to <br />effectively control erosion and attendant air and water pollution. <br />
