From the Division's standpoint, the makeup of the plan still contains <br />too many uncertainties. As you have pointed out, some latitude is necessary <br />in what the Division does approve in order that WFC is free to make proper <br />on-site constructional choices, but there are still too many unrepresented or <br />inadequately addressed aspects of the proposed plan for the Division to <br />approve it at this time. The current proposal amounts to a "trust us" <br />situation with which the Division is not comfortable. <br />Included below is a listing of some of the troublesome aspects of the plan and <br />comments pertaining thereto. <br />West Portal Area <br />11 The diversion ditch leading from C22 should be numbered. The <br />culvert into which I believe it leads should be illustrated and <br />numbered. The size, type, etc. of this ditch could be fixed now; <br />the size of the culvert will not change. These can be included in <br />the proposal and illustrations. <br />21 C26 could be removed from the map and listings. The Division long <br />ago approved the "Arizona Crossing" WFC has already installed. <br />3) D27 should be continued to and thus shown to empty into Containment <br />Area No. 2, if that is the intention. <br />4) If D29 originates from a culvert, as "suggested" on the map, that <br />culvert should be numbered and its size indicated on the map etc. <br />It will not change. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
