CO 80203 <br />Attn: Ms. Susan HLrgmaier Re: Meridian Drv Creek <br />Reclamation Specialist Unit #3-22 <br />Oil Spill Cleanup <br />Dear Ms. Hurgmaier, <br />Thank you for assisting me in our recent tour ofi the above <br />captioned oil well location which incurred damage as a result of <br />a blasting mishap at the nearby Peabody Western Coal Company Seneca <br />Coal Mine on October 14. <br />As you and the others from the coal company explained and <br />showed to me, one of the 400 barrel oil production tanks was <br />ruptured by debris from the blast, resulting in an oil spill down <br />the hillside that was quickly contained by mine personnel in a <br />series of dikes built in the drainage below and 6y berms on the <br />well location. It is apparent that almost all of the free oil was <br />removed by vacuum trucks, and that the hillside where the spill <br />occurred was washed by water firom tank trucks. Yourself and <br />personnel from Meridian and Peabody are to be commended for your <br />speedy and appropriate response to the situation. <br />As we agreed, since Peabody is taking the responsibility for <br />the cleanup, the Division ofi Minerals and Geology will be the lead <br />agency for regulating whatever cleanup measures remain. It is <br />understood that the existing Colorado Oil and Gas Conservation <br />Commission rules for landfarmino will be followed. As you <br />requested, the fiollowing are the recommendations for the cleanup <br />and remediation of the contaminated soils: <br />1.) Remove any oil contaminated soil from the creek drainage <br />and emergency dikes after removing any remaining free oil and oil <br />soil Spagsorb to suitable disposal. Take the contaminated soil to <br />a stockpile area on the mine site, and build a containment berm <br />around the stockpile to prevent runoff. <br />2.) Perform a soil sampling and analysis program using a <br />suffiicient number ofi samples to adequately characterize the <br />contamination ofi the soil stockpile, testing initially for TPH <br />(total petroleum hydrocarbons) and oil and grease. <br />
