III. ISSUES <br />Presentations to the Board shall be strictly limited to the following issues. The parties shall limit <br />presentations to the question of whether the pending application should be approved or denied, <br />based on the issues stated below. <br />Ms. Mramor has raised several issues, including the proposed amendment's adverse <br />effect on property values, scenery, property development and air quality. The Boazd is not <br />authorized to deny a reclamation permit for reasons beyond those identified in § 34-32.5-115, <br />C.R.S. Ms. Mramor has not identified a reason upon which the Boazd could rely to deny or <br />condition the permit. <br />IV. WITNESSES AND EXHIBITS <br />The Boazd will not heaz evidence on the issues identified by Ms. Mramor. <br />A list of witnesses for the Objectors is attached. <br />VI. PROCEDURE <br />The Division, parties and members of the public shall make presentations in the following order. <br />The time limits set out below aze maximum limits and shall be strictly enforced. The Board, in its <br />discretion, may allow additional time when warranted. The Boazd has the right to limit any <br />redundant or irrelevant testimony. As noted below, all parties will be afforded an opportunity to <br />conduct cross-examination of any witnesses that testified during the presentation. <br />Presentation of the Pre-heazing Order: <br />The Pre-hearing Conference Officer shall present this Pre-hearing Order to the Board for <br />consideration. <br />2. Division's Presentation and Recommendation: <br />The Division shall have 10 minutes in which to make a presentation to the Boazd. <br />Applicant's Presentation: <br />The Applicant shall have 10 minutes in which to make a presentation to the Board. <br />4. Objectors' Presentations: <br />The Objectors shall have 10 minutes in which to make a presentation to the Board. <br />
