I. General Comments (cont.) <br />refuse disposal. At the time of this inspection work had begun on abating <br />this NOV, but due to extremely wet conditions work had to be suspended. The <br />original abatement date for these NOVs was May 20, 1985. Because of the wet <br />conditions, the abatement date has been extended to June 19, 1985. <br />Another area of concern at the mine is the salvage yard where the previous <br />mine operator had stored old mine equipment, lumber, used tires, and other <br />materials of possible salvage value. MLRD had received a Ten Day Notice from <br />the U.S. Office of Surface Mining indicating that items such a construction <br />lumber, discarded shipping crates, office trash, shop containers with oily <br />residues, a refrigerator, tires and empty barrels had been placed in this <br />area. While on site this matter was discussed with Jack Snow. He stated <br />that most of this material had been placed there by the previous operator and <br />the rest of it, including the containers with oil in them, had been discarded <br />by a contractor working on the stream channel diversion. He also said that <br />the area was being cleaned up. After this discussion, the area in question <br />was inspected. Some of the lumber was being removed and all containers with <br />oil or grease residues had been stacked to be taken to the county landfill. A <br />bulldozer was smoothing out the yard area and overall the entire salvage yard <br />looked much better than it had during previous inspections. However, it was <br />noted that several tires and the refrigerator previously mentioned in the Ten <br />Day Notice may have been covered up by the dozer. <br />Because of this activity NOV C-85-042 was written for failure to dispose of <br />noncoal waste in a controlled manner in a designated area, i.e. - Disposal of <br />a refrigerator and several tires in the salvage yard area in the S.W. portion <br />of the permit area adjacent to the powder house - caphouse road. ~T t appeared <br />that this material was covered up while cleaning up the area. <br />Required abatement measures were: <br />1) Remove refrigerator and tires from area <br />or <br />2) Submit adequate information to show that the disposal area meets the <br />requirements of Rule 4.11.4 (1) and (2); submit a revision for this area <br />as an approved noncoal waste disposal area by June 28, 1985. <br />
