General Comments <br />The areas inspected included the refuse disposal area, lay down areas, coal <br />preparation plant, roads and sediment ponds 6 and 7. During the April 17, <br />1985 inspection two violations had been written. C-85-033 was written for <br />failure to salvage topsoil in the refuse disposal area. The abatement was to <br />salvage the topsoil underneath the overcast material and salvage all <br />recontaminated topsoil underlying the refuse material, also, to create a <br />buffer zone to insure protection of unremoved topsoil. <br />At the time of this inspection, the underlying topsoil had been salvaged but <br />the buffer zone had not been established. The refuse area was much too wet to <br />conduct any salvage work. <br />NOV C-85-034 was also written on April l7 for failure to properly construct <br />the subdrainage system underlying the active refuse pile. Abatement for that <br />NOV was to remove the coal refuse that extends beyond the present point of <br />under drain construction, and assure that the existing underdrain is cleared <br />of refuse material prior to extending the under drain past the point of active <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
