I think our recommendation should suit <br />what we actually do. <br />THE CHAIRMAN: Board? Larry? <br />MR. BROWN: My response to that would be that we <br />try through various junctures to increase our fines. And we <br />will do it fur one month and then the next month we are back <br />I to marginal minimum fines because we are just too soft, I <br />suppose, I don't know what else. But I wouldn't--I'm in <br />favor, I think our fines ought to be much greater, I think <br />it's a mockery. <br />But I'm not sure where we start that. we <br />ought--since they have that as a proposal to the legislature, <br />and let that settle down, see what the legislature's response <br />is; at that point I would say, "Let's take off on a new tack, <br />if that's t}~e message from the legislature, go ahead and really <br />start socking it to them." Since we have it as a proposal <br />right /tow, I don't know if we ought to start right now. <br />MRS. WINTER: We don't have to do it.
