No preventive measure is taken to keep the fines from going into the <br />Colorado River. The operator explained that the bridge belongs to the county and Powderhorn <br />Coal Co, has no jurisdiction on it. However, as stated in the last inspection report, the <br />fines may be tracked on the roads by truck tires, overfilled trucks or loose tailgates. <br />The resolution of these problems should reduce the amount of coal fines on the road and <br />bridge. <br />The last inspection report required the operator to construct water bars on the <br />light-use road above the Roadside mine to control erosion. The ooerator has reviewed <br />the situation and is concerned that water bars would direct runoff onto the Roadside refuse <br />pile. They propose instead to install drainage ditches to collect the runoff to prevent <br />erosion on the road. <br />Coal fines were observed in Coal Creek below the refuse pile dip section and the <br />slope adjacent to the road. Hay bales were in place, but they were inadequate to prevent <br />all coal fines from entering the creek. The ditch into the sediment pond which drains the <br />dip section was blocked. To prevent the coal fines from entering the creek, the operator <br />plans to place a second Layer of straw bales on the bridge and repair the ditch. All <br />coal fines must be removed from the creek bed and slopes. <br />4.05 Hydrologic Balance <br />The operator is in the process of selecting a contractor to construct the sediment <br />control system. Construction was scheduled to begin on the Roadside mine July I, 1982, <br />but the operator felt that Late July would be more likely. <br />The first quarter, 2982 NPDES water quality reports were examined. The samples <br />showed TSS levels of 69 and 92 mgt, which exceed the NPDES maximum Zevel of 30 mgt. <br />Copies of the non-complying discharge and a discussion of the cause must be sent to the <br />Colorado Department of health and this Division. <br />4.09 Disposal of Underground llevelopment Waste <br />Construction continues on the Cameo refuse pile. Western Ceo-Technical has been <br />contracted to perform quarterly density analysis of the pile. <br />
