Bob Oswald <br />Re: West Sunday Mine, Permit M-1981-021 <br />Request for Technical Revision <br />Page 3 of 5 <br />- Compressor building and related facilities located centrally to the three WS vent <br />shafts; <br />- SJ-1 vent shaft and nearby compressor station; and <br />- Local access roads connecting to WS-1, WS-2, and WS-3 (SJ-1 is located adjacent <br />to an existing BLM road). <br />The total disturbed acreage of the sites listed above is approximately 12.1 acres, which is <br />within the 20-acre limitation for the West Sunday Mine 112 Permit. <br />Reclamation Plan <br />The Operator wishes to take this opportunity of submitting a proposal for a Technical <br />Revision to make minor clarifications and revisions to the reclamation provisions in the <br />Permit so that reclamation practices will be uniform (subject to individual site conditions and <br />requirements) for the five permits held by this Operator in the West Sunday Mine area. These <br />changes will facilitate reclamation planning and execution. <br />Portal Closure. As noted in the Permit, the portal will be permanently closed by <br />pulling the timber sets in the portal entrance and backfilling with barren rock. The portal <br />entrance structure and gate will be removed prior to final plugging of the portal. The decline <br />is approximately 10' x 10' in section. The Operator proposes that, prior to closing the portal, <br />site debris and trash be placed in the portal for permanent burial. This will include placing <br />debris from buildings and concrete floor stabs, which will provide a solid stop against which <br />backfil] material will be placed. <br />Filling and reclamation of the portal will be conducted with a small capacity front-end loader <br />(likely in the 3 cu. yd. range). In addition, a small track mounted dozer, or equivalent, will be <br />used to push fill material up in the portal to ensure that it remains stable. <br />As with all disturbed areas occurring on sloping ground, the final graded exterior surface of <br />the portal plug will not exceed 2:1 slope. <br />Building Debris and Slabs: The West Sunday Mine site includes two metal buildings. <br />The shop/dry/office is 60' x 30' and has a 15' x 15' concrete apron on the east side. The <br />compressor station at the mine site is a 20' x 20' metal building. <br />The compressor station located centrally to the three WS vent shafts has a 23' x 18' metal <br />building. <br />The compressor station located adjacent to the SJ-1 vent has a 30' x 20' metal building. <br />The floor slabs for all of the buildings and aprons are generally 4 inches thick, although there <br />may be areas of slightly thicker concrete due to irregularities in the substrate during <br />placement of concrete. The concrete slabs are reinforced with wire mesh, and occasionally <br />minor amounts of trash steel were placed in the pour for additional strength. <br />Yeast Shafts: A total of four vent shafts are proposed for inclusion under the Permit. <br />Construction details of each of these vent shafts are not available, but for planning purposes <br />and closure estimation, all four vents can conservatively be assumed to be seven foot diameter <br />and 750 feet deep. <br />
