RE~~Ii/ED <br />OCT 192004 <br />EXHIBIT E Division of Minerals and GeoloBY <br />RECLAMATION PLAN <br />(1) The reclamation plan proposes to replace overburden in 9 acre increments. Upon <br />completion of each mining phase, it is proposed that overburden will be replaced <br />to a depth of 3 feet on the mine floor. Topsoil will then be replaced to a depth of <br />between 6 inches and 12 inches in the mined azeas. The reclaimed areas will then <br />be disced and seeded. It is proposed that native seed will be used to create a <br />landscape that is similaz to the native short grass prairie that currently exists in the <br />surrounding area. <br />(2) (a) The proposed goal for this reclamation plan is simulate the existing short- <br />grass prairie found in the azea. The existing 12.98 acres that have been mined are <br />proposed to be reclaimed. Three remaining mining phases are also proposed to be <br />reclaimed. Each phase is estimated to take approximately 10 years to mine for <br />each phase. Reclamation will commence upon the completion of mining <br />activities for a particular phase. It is proposed that upon the completion of mining <br />for each phase, standard earthmoving equipment will be utilized to grade the <br />mined azeas to a maximum of 3:1 side slopes. The mined azea will then be <br />prepared for seeding by replacing topsoil to a depth between 6 inches and 12 <br />inches deep. <br />(b.) At this time the proposed post-mining land-use is to remain as short grass <br />prairie or native pasture land. Future uses maybe determined if a specific <br />development application is submitted to the appropriate governing municipalities. <br />However, at this time there are no land-uses proposed for this property. <br />(c.) The owner/operator of the Russell Gravel Mine proposed to adhere to <br />standard requirements of section 3.1 of the mine reclamation standards. As <br />mentioned above the Russell Gravel Mine is proposed to be reclaimed to native <br />short-grass prairie. This reclamation plan proposes to begin reclamation upon the <br />completion of mining for each phase. It is expected that each phase will take <br />approximately 10 years to complete. Reclamation is proposed to start upon the <br />completion of the mining process for each phase. Topsoil will be stockpiled as <br />shown on the mining map and will be seeded with an appropriate cover crop to <br />prevent erosion. All regulations regarding wildlife, water, and groundwater will <br />be adhered to. <br />(d.) Topsoil and overburden will be stored on site as shown on the Mining Map <br />(Exhibit D). Topsoil and fill-dirt will be replaced in reclaimed areas to a depth of <br />between 6 inches and 12 inches. Soil amendments shall only be applied where <br />soil tests indicate nutrient deficiencies for the plant species to be established. A <br />native seed mix will be used that is consistent with the existing short-grass prairie <br />found in the surrounding areas. <br />Proposed seed species include the following seed types: <br />
