<br />3.2 Post-Mining Land Use <br />The present reserve base at Henderson indicates that the mine life should extend through the year <br />2016. It is not unlikely that additional reserves will be added in the intervening years to extend <br />the mine life beyond this date. Therefore, the new water treatment facility is expected to remain <br />functional throughout this period. Active water treatment may continue beyond closure of the <br />mine site. Thus, the post-mining land use selected for the acreage subject to this Amendment is <br />best defined as Industrial/Conmrercial (IC). If, in the future, it appears that active water treatment <br />at this site can be permanently terminated, the Permit will be amended or revised [o change the <br />use to "open forest"; the use presently designated in the existing Pemri[ for Area 1 -Mine Site. <br />3.3 Site Reclamation <br />As an IC land use area, initial reclamation will occur once facility construction is complete. <br />Those areas disturbed but not utilized for some component of the facility will be contour graded <br />[o slopes not greater than 3h:ly, fertilized with the present fertilizer and application rate used at <br />other similar areas within the Henderson complex, and seeded with the existing Henderson (aka: <br />"Climax") high-altitude seed mix at the existing rate. This seed mixture has been developed over <br />the past 20 years for the Henderson site and has proven highly successful. Previous reclamation <br />activities at the Urad site used the same general seed mix and rate of application. <br />As with the Henderson Mine site, there is no topsoil or "growth media" present at the Urad site <br />for use in reclamation. Surficial material is fragmented rock typical of similar mine sites. <br />However, unlike the existing plan to reclaim the Area 1 -Mine Site, the use of sewage sludge <br />and wood chips as an organic amendment is not being proposed for the 40 additional acres in this <br />Amendment while the area is under the IC post-mining land use. However, if the Permit is <br />amended at a future date to change the land use to "open forest "then the addition of the sewage <br />sludge/wood chip technology may be considered. <br />3.4 Site Reclamation Costs (Exhibit L Information) <br />The 40 acres addressed in this Amendment will not be wholly reclaimed for a minimum of 20 <br />years. However, reclamation costs for purposes of increasing the overall Henderson reclamation <br />financial warranty are included herein. These cost estimates are premised upon the calculations <br />used for reclaiming the Area 1 -Mine Site in the existing Permit to "open forest." The most <br />recent of these calculations was submitted with the annual report in early 1995. Cost per acre for <br />reclaiming a fragmented rock growth medium at the mine site was $2370 (not including the cost <br />for building demolition). Utilizing this figure, the cost in 1995 dollars for reclaiming the new <br />water treatment facility is $94,800 (building demolition not included). <br />a <br />
