<br />The new system will be supplied via a 14-inch HDPE pipeline from Pond No. 2 a[ the Henderson <br />Mine site. Presently, treated water is discharged through a pipeline which follows the Henderson <br />access road east approximately 4800 feet [o the Urad access road then downslope to Woods <br />Creek. The new system will continue to use much of this pipeline corridor but will upgrade the <br />pipeline and install a dual system. Anew pipeline corridor will begin at the Urad access road; <br />the point where the existing corridor directs toward Woods Creek. This new corridor will follow <br />the Urad access road to the old Urad Mill; the location of the new treatment facility. The new <br />pipeline corridor ties directly to the Area 1 (Mine Site) of the existing Pemrit by comrecting <br />directly with the existing pipeline corridor. Figure 2 of Exhibit C clearly illustrates the <br />comrection and the additional affected surface acreages to be added to the Permit. For purposes <br />of clarity and consolida[iat of the entire pipeline corridor, the 40 acres proposed in this <br />Amendment includes the pipeline in its entirety from Pond #2 to the new treatment facility. <br />The scope of this Amendment is otely for the increased surface acreage needed to construct the <br />new treatment facility. As a Designated Mining Operation (DMO), Henderson understands that <br />this new system (pipeline and facility) is considered an EPF under the amended Act. As such <br />and prior to construction of the ne~v facility, Henderson will submit a formal TR in the near <br />future to meet all applicable compliance criteria of Rule 6.4.19 and Rule 8.3. <br />2.3 Environroentallnformation <br />The description of the environment relative to Exhibits G-K in Rule 6.4 for this small increase in <br />surface affected acreage is adequately covered in the existing approved Pernrit (Sections 3 and <br />6). The proposed additional acreage is attached to the Area 1 -Mine Site area, is at the same <br />approximate elevation, is climatically similaz, and is in the same ecological zone. <br />3.0 RECLAMATION PLAN (Exhibit E Information) <br />Reclamation of the additional 40 acres will be conducted in [he same manner as that described in <br />the existing Permit for Area 1 -Mine Site (Sections 7 and 9). <br />3.1 Pre-Amendment Land Use <br />As discussed previously, the new water treatment facility will be constructed a[ [lie site of the old <br />Urad Mill. As noted in Exhibit C, the entire acreage lies within an azea previously disturbed by <br />historical mining activity on a large scale. Some of this area was reclaimed in the late 1970s as <br />part of the comprehensive Urad reclamation program. <br />The new pipeline corridor will follow the existing Urad access road. This roadway has provided <br />access to Urad and the upper Woods Creek Valley for decades. <br />3 <br />
