the pipeline installed in 1987 for this purpose. At a location 45 feet below County Road No.
52, the water line enters the portal of the Time mine's adit, which passes beneath the County
Road, and extends 395 feet in a southeasterly direction, A 3 foot thick concrete bulkhead was
constructed in the Time mine, and this has created sufficient water storage capacity for winter
milling operations. A well will be drilled from the surface to draw water from the Time mine
workings. The necessary submersible pump, water line, and electrical connection will be
made between the mill building and the approved underground water storage area prior to
commencing milling operations.
In order to insure that future unpermitted dischazges of water do not occur from the
Gold Hill Miil's tailings pond, the following measures have been taken. The two inch ball
valve that controls the flow of water from the pond through the decant line has been placed in
a locked wooden box. Another two inch ball valve has been installed at the dischazge end of
the line inside the Hazel A mine workings. This will require that two valves be opened in
order to drain any water from the tailings pond into the underground storage area behind the
Hazel A mine's bulkhead. In addition, the three decant stand-pipes will be maintained in
working order, and they will be positioned at a height that does not allow the entire amount of
water in the pond to drain through the decant line. This will prevent the inflow of such lazge
volumes of water into the Hazel A mine that any water overflows the bulkhead.
Measuring tapes have been connected to the first stand-pipe in the tailings pond, and on
the pipe connected to the submersible pump in the Hazel A mine so that water levels can be
monitored. During milling operations, the water level in the tailings pond will be monitored
every two or three hours, and the water level in the Hazel A mine checked once a shift when
water is being decanted to or pumped from the Hazel A mine. If no water is being circulated
from the pond to the Hazel A mine and back to the mill, then the water level will be checked
on a weekly basis to insure that a sufficient underground water storage area exists to
accommodate a sudden increase in the water level in the tailings pond due to excess rainfall or
snowmelt.
The excess water that accumulates in the tailings pond will be decanted from the water
pool and stored underground in the Hazel A mine adit. This decantation line will be used to
control the water level in the tailings pond, and to keep the water pool as far as possible from
the crest of the embankment. Additional sections of pipe will be connected to the three
stand-pipes to regulate the elevation of the water pond as the tailings dam's height is increased.
2
