A permit revision approved on Novem- <br />ber 12, 1986, modified only the sequence of mining, not <br />the mine plan, and added a new access to the life-of- <br />mine coal reserves -- the Orchard Valley West Mine. <br /> <br />The Orchard Valley West Mine facility was constructed <br />as a temporary (approximately two years) coal handling <br />and haulage facility. CWI proposes to construct two or <br />three portals below the existing, sealed portals at the <br />Orchard Valley Mine and drive three rock slope entries <br />in a northwest direction to intersect with the First <br />West Mains being developed from the Orchard Valley West <br />Mine (see 'Map 2-11, attached). As the rock slope en- <br />tries near the intersection point, CWI would conduct a <br />more intensive evaluation of the capability and feasi- <br />bility of joining this new construction with the sealed <br />Orchard Valley Mine.
