Memo - The BMRI File
Selection of Third Party Contractor & Lab
page 3
the approved sampling and analytical protocols established for EMRI through
TR-006. She proposes to complete the required sampling oversite, s mple
preparation and delivery to the laboratory, and to review the analytical
results and prepare a summary report of each sampling tour. Dr. Maast's
estimated project cost was slightly less than that of Waste, Water ~ Land, Inc.
Sherman J. Worthington, P.E. and Phillip L. L?onhardt, P.E., represented
Waste, Water & Land, Inc. in the interview and coauthored the written
proposal. Messrs. Worthington and Leonhardt have extensive experie ce in mine
project engineering and water quality monitoring and sampling. W,W L also
proposes to involve Ms. Elaine Donner, P.E. in the field sampling a tivity.
Ms. Donner has experience in hydraulic and traffic engineering. W, &L
proposed to complete a pre-sampling review of the approved sampling and
analytical protocols established by BMRI in TR-006 prior to the first sampling
round. W,W&L then proposes to complete the required sampling oversite, sample
preparation and delivery to the laboratory, and to review the analy ical
results and prepare a summary report of each sampling tour. Waste,Water &
Land, Int.'s estimated project cost was slightly higher than that ofl
RCG/Hagler, Bailly, Inc.
Based upon the proposals submitted, both nominees are capable of pr viding the
required services to complete third party monitoring of the San Lui~ site.
Neither firm has direct experience in Cyanide sampling. The principle
difference between the nominees lies in the involved professionals technical
training. Dr. Maest is a hydrochemist / gecchemist, Messrs. Wcrthi~gton and
Leonhardt and Ms. Donner are civil engineers / hydrologists. .all appear
experienced and qualified in ~•vater sampling and emiironmental mcnit ring.
Dr. Idaest's job experience has stressed the specific evaluation of
environmental monitoring programs design and protocol methodology. ~W,41&L's
involved professionals have routinely concentrated upon the project
operational design, with Specification of monitoring programs to comply •,vith
regulatory requirements.
Dr. Posey and I anticipate that problems ~nhich might be encountered
third party monitoring will most likely relat? to specific hydrochea
geochemical aspects of +Water quality analysis, in •.vhich case we suss
Dr. Maest is probably beta?r qualified to identify and remedy samoi'
data accuracy and reliability problems. Similar to the nominees for
analytical laboratory, these t~.vo nominees are both qualified anp cac
my experience, this is an enviaole position 'o find ours2l•,es in. F
Bailly, Inc.'s projected cost is slightly less than Waste, Water & L
Inc.'s. However, in consideration of the comoination of slightly lc
projected cost, the assignment of a single professional, and the opF
to benefit from specific technical qualifiea-ions and experience of
individual, it is my conclusion that RCG/Hag'er, Bailly, Inc. is the
COntr dCtOr t0 prOVl7e the '~thl rd party Sdmp~`. ng" S?rviC?s the BOdrd
wring the
cai and
ct
a-r?fated
ble.
