<br />Memo - The BMRI File <br />Selection of Third Party Contractor & Lab <br />page 2 <br />I eliminated Shomaker, Inc. from consideration and invited the remaining t~.vo <br />sampling nominees to oral intervie~:~s. <br />Dr. Harry Posey of our DMG staff, Andre' J. Douchane of BMRI and I Conducted <br />the approximately 1 and 1/2 hour interviews. Both of the nominees, <br />RCG/Hagler, Bailly, Inc. and Waste, Water & Land, Inc., submitted written <br />proposals following their intervieww5. My final decision was based pon a <br />consideration of all written Submittals, the oral interview, and discussion <br />with Dr. Posey. <br />Selection of the Andlyticdl Ldbardtor1 <br />The fee schedules of Analytical Technologies, Inc. and Core Laborat vies, Inc. <br />are similar, 5o cost did not appear to be a discriminate factor. B th <br />laboratories are EPA certified, and have extensive analytical exper ence in <br />mining related situations. Each laboratory is capable of performin the <br />procedures specified within the TR-006 analytical protocols, howeve <br />Analytical Technologies has never performed .veak acid dissociable ( ..4.D.> <br />cyanide analyses. ATI's routine cyanide analytical services includ "Free", <br />"Total" and "Cyanide Amenable to Chlorination". They do possess th equipment <br />necessary for W.A.D. cyanide analysis and are receptive to providin the <br />services. <br />At my request, Dr. Posey, an experienced gexhemist, conducted in d p*h <br />telephone intervie'.vs with both laboratories. Harry has also been c~iefiy <br />responsible for the geochemical opinions randered by DMG throughout t.`le past <br />six months analysis of the BMRI violation apatement. It is Dr. Pos y's <br />recommendation that the Division designate Ccre Laboratories, Inc. s the <br />analytical laboratory to perform the analytical determinations for he "third <br />party monitoring" at BMRI's San Luis mine. Harm cites the start u. 'time <br />required for ATI to perfect W.A.D. techniques, the extensive experi nce of <br />Core Laboratories in W..4.D. analysis, and Core's demonstrated Willi guess and <br />ability to perfect their techniques to achieve the required QA/QC p rformance <br />in analyzing 6MRI samples, as justification for his recommendation. I concur <br />with Dr. Posey's recommendation and designate Core Laboratories as ~he <br />analytical laboratory for the third parrs monitoring sample anal,~si~. <br />Selection orr the "Third PdrtJ Sd~gier" <br />Ann S. Maest, PhD., participated in the intervie~.v and prepared the ~ritten <br />proposal for RCG/Hagler, Bailly, Inc. Or. Maest is an experienced eochemist, <br />with experience in environmental impact related geochemical project aspects. <br />Dr. Maest is also qualified and experienced '~ wa.2r pualit~, ,,vaterlrescurce <br />evaluation, and sedimentology. She has sieni?icant first hand e<per'Iienca in <br />~.vater quality sampling and geochemical anali-icai procedures.
