The only way we can reclaim this <br />area is to use some of the topsoil to cover the area. As I noted <br />in the above section the topsoil we need will come from the west <br />end of the topsoil pile. The rock will be covered with 6 inches <br />of soil and seeded this fall when the other areas are done. <br />CONCLUSION <br />The problems that prompted the Board Order and Cease and Desist <br />are solvable. One of our concerns is that the Division will <br />approve a change to Adiences permit boundary that take distur- <br />bance out of the permit without it being reclaimed and then <br />Siloam would be responsible for reclaiming area that is Adiences <br />responsibility. As I understand the law disturbed areas can not <br />be removed from a permit area until they are reclaimed. Accep- <br />tance of the above plan will resolve the issues outstanding and <br />bring Siloam Stone into compliance with Mined Land Reclamation <br />Board rules and regulations. The $15,000 bond currently submit- <br />ted is adequate to cover this proposed plan. Listed below is a <br />recap of what Siloam Stone is proposing; <br />1. Designate the Stone Yard as an Off Site Processing area <br />utilizing stone from more that one mining operation. with <br />no reclamation or permit needed since the area conforms with <br />local government regulations, <br />2.
