Affidavit of Jon Ford, P.E.
Page 3
adjacent to Stage 5 the band has been reduced to significantly less than 200 feet wide. This is due
to revised pit floor elevations dictated by the impermeable layer of shale.
15. The combination of using fines to backfill mined areas at the site and final pit floor
elevations dictated by the shale layer encountered by the site operators indicates that the affected
band where the water table was lowered does not extend past the permit boundary except for the
limited area north and east of Stages 5 and 2 at the site.
16. In the opinion of LRCWE, the proposed reclamation plan amendment is beneficial
to the ground water system because it reduces the off-site areas where ground water levels could be
permanently affected and increases the amount of intercepted ground water that can be used
beneficially offske by reducing evaporative loss.
FURTHER FIAN YTH NOT.
Xon .
