Cattany <br /> Division DireROr <br />RE: Killion Supply; Permit No. M-1985-184 Natural Resource Trustee <br />TR-Ol; Adequacy Letter <br />Deaz Mr. Killion, <br />The Division received your Technical Revision (TR-Ol) for the Killion Supply Mine, Permit No. M-1985-184. <br />The revision was submitted as a result of the Division's inspection of Mazch 13, 2003, which requested that the <br />- , <br />asphalt, topsoil and fill dirt that will be crushed and or recycled into reusable products. <br />The approved reclamation plan consists of a 6.5-acre groundwater lake, and the post-mining land use is <br />wildlife habitat. In order to achieve the current reclamation plan, the stored concrete and asphalt will need to <br />be removed from the site upon final reclamation. According to Rule 4.2.1(1) and (2), the Division may review <br />a financial warranty at any time to determine if the amount is sufficient to perform reclamation. Based on the <br />incidental material stored on site, the financial warranty will need to be adjusted to account for off site disposal <br />of this material. <br />The cost for off site disposal for the concrete and asphalt material off sight is high. The Division estimates that <br />to dispose of 30,000 CY of concrete and asphalt off site totals $342,600.00 (based on MEANS 2002 $11.42/cy <br />machine loaded, 2-mile haul and no salvage allowed). As an alternative, the operator may wish to consider an <br />alternate reclamation plan to dispose of the concrete and asphalt on site. Such plan will only need to be <br />implemented in the event the material is on site in abond-forfeiture scenario. However, in order to dispose of <br />the material on site, the following items must be addressed; <br />1. A description of the disposal site(s) and their proximity and relationship to ground and surface water. <br />A description of any ground and surface water protection measure to be installed such as landfill <br />liners, covers, diversion ditches, or temporary storm water controls (if needed). <br />2. A description of the debris to be disposed on site, and a description of the types of material to be <br />hauled to a landfill. <br />3. Provide an estimate of the volume of debris to be landfilled. <br />4. Provide a brief discussion of the hazardous materials [hat maybe encountered during plant demolition <br />and how they will be managed and disposed. <br />5.
