Pugh - office of Surface Mining <br />Weather: Clear and cool in AM, changing to overcast and windy <br />in PM. <br />The Albuquerque Field Office (AFO) received notice from the <br />Colorado Division of Minerals and Geology on March 3, 1995 <br />that a Phase I bond release inspection was to be conducted at <br />the Raton Creek Mine on March 8, 1995. A copy of the <br />application for Phase I release was not included and AFO has <br />yet to receive same. <br />The inspection started at the eastern end of the permit near <br />the location of the Animas portals. Slope measurements were <br />taken by the State Inspectors along the regraded highwall at <br />various intervals of 25 to 50 or more feet. They indicated <br />that these slopes were between 16 and 18 degrees. In that <br />portion of the disturbed area between the water tank and the <br />refuse pile (Helen portals) the western facing slopes were 15 <br />to 16 degrees and the southern facing slopes were 17 to 18 <br />degrees. <br />In 1988 the permit was revised to change the refuse pile <br />design. This change required 18 degree slopes without <br />terracing. Slope measurements on the western side above <br />sediment pond 1 were found to be up to 19 degrees and up to 21 <br />degrees on the southern facing slope near the two catch <br />basins. These basins are located between the toe of the <br />refuse pile and the flat pad area adjacent to the haulroad and <br />have not been approved as permanent structures. The pad area <br />slope which is the southern embankment of the pond has not <br />been graded and was found to be at the angle of repose. Since <br />the slopes around the catch basins are not 18 degrees or less <br />as required and the basins are not permanent structures and <br />could have been regraded to make a slope of 18 degrees or less <br />on the southern side of the refuse pile, approximate original <br />contour has not been obtained.
