MINUTES, DECEMBER, 1984 AGENDA ITEM 79 - FORMAL PUBLIC HEARING, ROCKCASTLE, CONTINUED PAGE 23 Testimony was heard on behalf of Rockcastle Company from Mr. George Robinson, consultant for that company, and Mr. Tom Dapp, contractor employed by The Rockcastle Company. After considerable discussion regarding each of the separate reclamation and revegetation issues the following actions were taken: It was MOVED that the bond be set at $232,500 on Pit 4, 85% of the Blue Book Rate. SIDED and PASSED by a Vote of 3 for/2 opposed (Holder/Campbell). It was MOVED that the bond amount be retained at $18,800, the same amount as under the ~d permit, $200 per acre for 94 acres, on Pits 1, 2, 3 & 5. SECONDED and PASSED UNANII+IOUSLY. BOARD MEMBER, Sherman Blach, left the Board meeting. It was MOVED that the costs of the geotechnical study and associated engineering costs relating to the Backfill of the Pit 4 haul road and main haul road are a reasonable item to be included in the bond amount. SECONDED and PASSED UNANIMOUSLY. It was MOVED that the Board assess a $50,000 bond increment to this portion of the bond and direct the Division, upon completion of the geotechnical study and upon receipt of an application from Rockcastle Company with evidence that the study has been completed, to act expeditiously to remove that portion of the bond from the total bond. SECONDED and PASSED UNANI1~10USLY. It was MOVED that the Board grant the permit with the stipulations and the bond ad,7ustments as fixed during this hearing. SECONDED and PASSED UNANIMOUSLY. It was MOVED that the formal public hearing of Rockcastle Company relative to Notices~iolation C-84-115 and C-84-145 be continued to the January Board Meeting, January 23, 1985, at 9:00 a.m.
