We appreciate the special efforts taken on your part to help us accomplish this <br />task. <br />The ramp from Cameo Borrow Area 2 onto the CRDA No. 2 played a key role in meeting <br />the deadline. A necessary part of installing the ramp was to temporarily use the culvert <br />designed for a location below Pond 11. As a result of delaying installation of the culvert <br />below Pond 11, it was not possible to install the emergency spillway out of Pond 11. As <br />late as July 11 the ramp was in use as access for finishing touches on CRDA No. 1. On <br />July 12, when you looked at the site, the ramp was being removed to allow the culvert <br />to be removed. The next scheduled steps were to install the culvert below Pond 11, <br />install the emergency spillway and complete the pond to the design capacity. The <br />completion work on the pond was projected to be done the first week in July but was <br />delayed because the contractor's employees took extra time off around July 4 as relief <br />from several 72-hour work weeks. <br />We acknowledge that the pond and emergency spillway were not completed prior to <br />disturbance of the area, but we believe that adequate sediment control was provided <br />during the use of the borrow area. We do not believe that the month between the start <br />and completion of the pond was too far out of line or that it created an eminent <br />environmental danger. <br />Thanks for considering this information. <br />Sincerely, <br />~~~ <br />Larry .
