The federal statute moat <br />be addressed in a detailed itemwise fashion. The reclamation plan <br />must be tailored to complement the future proposed use of the land. <br />Pay particular attention to issues related to "protection of the <br />hydrologic balance". Surface drainage control, handling of ground- <br />water, sediment control, etc. moat be addressed in a detailed manner. <br />You should begin to look into potential problems with surface subsidence <br />caused by underground mining activities. Specific subsidence Segulations <br />have been proposed in the final 056! Regulations. <br />You should expect to make changes in whatever you submit in your initial <br />proposal. Do a thorough fob and submit it as quickly as possible so that <br />a maximum amount of specific dialogue can take place betcaeen now and <br />March i. <br />I appreciated the effort you put forth in preparing for the Board meeting. <br />The Board took into account those efforts, the low production figures and <br />relatively moderate surface impacts associated with the operation.
