If it was merely intended to mean that the seals are <br />to stop water (instead of access, for example), then the <br />requirement that they be designed to prevent leakage to the <br />surface states that more clearly. <br />We look forward to receiving your comments on the <br />revised draft at your earliest convenience. <br />Dave, as we discussed earlier by telephone, I believe <br />Snowmass met the last abatement requirements in the MLRD NOV <br />when it filed its Answer to the WQCD NOV on August 28, 1986. <br />Therefore, we do not believe that the abatement extension <br />granted on September 15, 1986, was necessary. In any event, we <br />believe that a termination notice should be issued showing <br />abatement having occurred as of August 28, 1986.
