Removed material in that excavation shall be stockpiled for later <br />processing with the other resources mined for aggregate production. <br />No significant overburden occurs over the gravel resources at the site. Where clay beds are encountered <br />within the gravel deposits, such unsuitable material shall be segregated where possible and added to the <br />topsoil stockpiles. Undisturbed portions of the site planned for Stage 2 & 3 mining have thin layers of <br />surface soil mixed with cobble and sand. This 6- to 12-inch surface layer shall be stripped and stockpiled <br />with the other topsoil following the clearing and grubbing of the juniper/pinion forest and associated <br />understory vegetation from the surface. No oversized nor waste rock is anticipated in the resource. B.L.M. <br />range management policy requests scattering cleared & grubbed trees and brush slash over reclaimed areas <br />of the worked-out pit slopes for additional wildlife and soil cover. <br />WATER IMPOUNDMENT acww Ieq <br />The aforementioned P/4-acre unlined, fully-excavated siltation pond with a capacity of up to 13'/z acre-feet, <br />in the southwest corner of the permitted area, shall be utilized to retain stormwater from the mining area for <br />percolation into the granular soils, without normal downstream discharge. No contamination of this or other <br />groundwater in the vicinity will result from the proposed operations. Initial turbitity of water is expected <br />from only exceptionally heavy storm event runoff from the steep exposed slopes of the extraction areas, <br />however its retention in the dug settling pond shall allow such sediment to precipate to the pond bottom as <br />the water percolates into the granular soils. There shall be no direct surface discharge of stormwater <br />resources off-site to the Uncompahgre River system, unless an NPDES discharge permit and Storm Water <br />General Permit certification are first obtained from Colorado Department of Health prior to discharge.
