MINING PLAN
JANUARY, 2003
OURAY COUNTY ROAD 8 BRIDGE DEPT
P. O. Box 468, Ridgway, CO 87132.0166
PHONE 970628.6391 -FAX: 626439
EXNISIT D
Rules 8 Regs 6.4.4
°DALLAS 6RAYEL° PCIw1T N' M 1978-268
SCC 3, T44N, RBW, NMPM, OuRAY County, CO
AYlNOMlNT APPLICATION - RCO 772 OPCR CONBT MATR
METHODS acra.a lap
Initial relocation of the current northeast topsoil stockpile shall be accomplished by end-dump trucks loaded
by front-loaders or by wheeled earthmover scrapers. Topsoil spreading back onto the finished slopebanks
and pit floor azeas shall be accomplished by similar hauling, with spreading of the topsoil downslope by
bulldozer. Extraction of gravel resource deposits shall be by pushing down raw material piles with a tracked
bulldozer working downslope. Wheeled front-loaders pick up the materials from the push-piles for loading
the processing equipment. Depth of extraction of raw material shall be to the previously-approved 2:1
finish-design slope face, beginning with several feet deep at the top and progressing to about 166 feet of
vertical depth at the toe of the final finished slope. Headwall sideslopes of two-horizontal to one-vertical
(2:1), which was previously approved for the current toning & Reclamation Plans, shall be maintained
from the excavation boundaries to the finished pit floor during excavation. Crushing and screening
processing operations shall occur initially on the current (temporary) pit floor just west of the Stage 1 area.
Products shall be stockpiled on-site in partialy or wholly worked-out flat portions of the extraction areas.
Pre-mining stripping and stockpiling of surface soils and vegetation shall be by bulldozer and frontloader
combination.
Extraction of the 8%racre (initial) Stage Z area shall progress at the full 195- to 250-foot width from the top
of the currently disturbed slope (ENE edge) and proceed down the fall-line to the elevation of the current pit
floor (approx. elev. 7,380) in what will become the new "Stage 4", final extraction area. Processing of raw
gravel resources shall include a combination of crushing and screening operations. Stockpiles of produced
gravel aggregate material shall be located in the same (temporary) pit bottom, where it can be loaded for
truck & trailer transport to nearby area market applications. In Stage 4 half of this pit floor shall be utilized
at a time for processing & stockpiling while the other half is mined at successive 20-foot depths at a time,
for the remaining 100-foot depth of available material in the temporary pit floor.
Products shall be truck-hauled from the site to Ouray County road construction site applications.
EARTHMOVING -MINING aca,~-leg
Topsoil was previously stripped from Stage 1 areas and was stockpiled with wasted clayey soils from the
extraction areas in two current stockpiles, to be later used for reclamation topsoiling. The current stockpile
located in the north half of the Stage 1 area must be first relocated to the current pit floor in the futrure
Stage 4 area, or buried in over-excavated areas of Stage 1 area, before mining may resume under this
proposed permit amendment. Extracted gravel resources are then to be bulldozed downslope to the existing
temporary pit floor for processing. The relocated forest access road shall be incorporated into this first
excavation at the top (east-northeast) edge of Stage 1 area (just below a small portion of completed,
revegetated slope) from the existing loop access road at the north edge through to the southeast corner of
Stage 1 area. A grade of shallower than + 8% shall be maintained for the forest access road beginning at
elevation 7497 M.S.L. and temporarily ending at an elevation of approximately 7530 feet M.S.L. Stages 2
& 3 shall extend this road east to its juncture with the existing road at the permitted area southwest corner.
The grade for that final reach of the road shall be approximately level at 7,530 feet elevation.
Twelve-foot wide stor7nwater runoff control benches shall be incorporated into the downslope-proceeding
excavations of all of the four stages, one at an elevation of approximately 7,450 feet M.S.L., and another at
File: ElOurdyCOlDallasGrav11f2AmmdAppl ~ 14
071L7N3
