She proposes to complete the required sampling oversite, sa ple <br />preparation and delivery to the laboratory, and to review the analytical <br />results and prepare a summary report of each sampling tour. Dr. Mae is <br />estimated project cost was slightly less than that of Waste, Water &'Land, Inc. <br />Sherman J. Worthington, P.E. and Phillip L. Leonhardt, P.E., represented <br />Waste, Water & Land, Inc. in the interview and coauthored the writted <br />proposal. Messrs. Worthington and Leonhardt have extensive experience in mine <br />project engineering and water quality monitoring and sampling. W,W&4 also <br />proposes to involve Ms. Elaine Donner, P.E. in the field sampling ac rvity. <br />Ms. Donner has experience in hydraulic and traffic engineering. W,W L <br />proposed to complete a pre-sampling review of the approved sampling dnd <br />analytical protocols established by BMRI in TR-006 prior to the firs sampling <br />round. W,W&L then proposes to complete the required sampling oversi e, sample <br />preparation and delivery to the laboratory, and to review the analytical <br />results and prepare a summary report of each sampling tour. Waste, ater & <br />Land, Int.'s estimated project cost was slightly higher than that of <br />RCG/Hagler, Bailly, Inc. <br />Based upon the proposals submitted, both nominees are capable of provliding the <br />required services to complete third party monitoring of the San Luis !site. <br />Neither firm has direct experience in Cyanide sampling. The principl <br />difference between the nominees lies in the involved professionals' t~chnical <br />training. Dr. Maest is a hydrochemist / geochemist, Messrs. Worthing on and <br />Leonhardt and Ms. Donner are civil engineers / hydrologists. All app ar <br />experienced and qualified in water sampling and environmental monitorinq. <br />Dr. Maest's job experience has stressed the specific evaluation of <br />environmental monitoring programs design and protocol methodology. W~W&L's <br />involved professionals have routinely concentrated upon the project <br />operational design, with specification of monitoring programs to compjy with <br />regulatory requirements. <br />Or. Posey and I anticipate that problems which might be encountered daring the <br />third party monitoring will most likely relate to specific hydrochemiGal and <br />geochemical aspects of water quality analysis, in which case we suspe t <br />Dr. Maest is probably better qualified to identify and remedy samplin -related <br />data accuracy and reliability problems. Similar to the nominees for <br />analytical laboratory, these two nominees are both qualified ano capable. In <br />my experience, this is an enviable position to find ourselves in. RCq/Hagler, <br />Bailly, Inc.'s projected cost is slightly less than Waste, Water & Lanld, <br />Inc.'s. However, in consideration of the combination of slightly lowelr <br />projected cost, the assignment of a single professional, and the opporitunity <br />to benefit from specific technical qualifications and experience of th t <br />individual, it is my conclusion that RCG/Hagler, Bailly, Inc. is the p eferred <br />contractor to provide the "third party sampling" services the Board orbered. <br />
