W,W&L then proposes to complete the required sampling oversi e, sample preparation and delivery to the laboratory, and to review the analytical results and prepare a summary report of each sampling tour. Waste, ater & Land, Int.'s estimated project cost was slightly higher than that of RCG/Hagler, Bailly, Inc. Based upon the proposals submitted, both nominees are capable of provliding the required services to complete third party monitoring of the San Luis !site. Neither firm has direct experience in Cyanide sampling. The principl difference between the nominees lies in the involved professionals' t~chnical training. Dr. Maest is a hydrochemist / geochemist, Messrs. Worthing on and Leonhardt and Ms. Donner are civil engineers / hydrologists. All app ar experienced and qualified in water sampling and environmental monitorinq. Dr. Maest's job experience has stressed the specific evaluation of environmental monitoring programs design and protocol methodology. W~W&L's involved professionals have routinely concentrated upon the project operational design, with specification of monitoring programs to compjy with regulatory requirements. Or. Posey and I anticipate that problems which might be encountered daring the third party monitoring will most likely relate to specific hydrochemiGal and geochemical aspects of water quality analysis, in which case we suspe t Dr. Maest is probably better qualified to identify and remedy samplin -related data accuracy and reliability problems. Similar to the nominees for analytical laboratory, these two nominees are both qualified ano capable. In my experience, this is an enviable position to find ourselves in. RCq/Hagler, Bailly, Inc.'s projected cost is slightly less than Waste, Water & Lanld, Inc.'s. However, in consideration of the combination of slightly lowelr projected cost, the assignment of a single professional, and the opporitunity to benefit from specific technical qualifications and experience of th t individual, it is my conclusion that RCG/Hagler, Bailly, Inc. is the p eferred contractor to provide the "third party sampling" services the Board orbered.
